I used Andrea artificial snow for the snow on the base and added Creme of Tartar mixed with water and white glue for the snow on the figure. Thanks for your comment.

Creme of tartar? Lol sounds like a food product. What exactly is it and where can you get it? Does this stuff yellow in time like baking soda? Like old school way of making snow?

It is an old cooking product used as a food additive, but if you mix it with white glue, it wont yellow over time (or so I'm lead to believe). It's major advantage is that it's a very fine white powder, so it can replicate a light snow flurry or slow that has fallen on a figure, whereas the commercial stuff is too coarse grained to replicate fine powder snow.
