I think you get the pdf for free on the Vallejo website... but frankly, this is useless. Even for the same reference, the color is not always exactly the same (depending the period when the paint has been produced. The differences are minor but hey exist.
With the color chart : this is not a portion of paint put on a plastic sheet, this is just a color taken from a software which is more or less the final color. But nothing to see with the true color, dryed in correct conditions... So, don't waste time with that, believ me ;)

El Tché: they do produce a colour chart with actual paint chips. I have one i purchased at the Vallejo stand in Girona World Expo. The Vallejo man at the stand was shocked I wanted to buy it, as he had it for display purposes only. He finally agreed to sell it to me once the show was over. But that was back in 2008, maybe it's easier to get one nowadays.

I've seen this in a local hobby shop, very handy reference, since the printed ones/labels on the rack aren't perfect...I was trying to figure out how to get my hands on one too.

If it's any help, the product codes for the Model Colour and Model Air charts are VAL CC970 and VAL CC971 respectively. (I think 972 is for Game Colour). It might help to focus your search a bit better but these charts seem to be rarer than hens teeth. Some companies list them but I haven't seen any who have stock (or even special order).

Bought mine (for Model Color and for Game Color paint series) from UK eBay seller creativemodelsltd in April 2014. I don't see they are listing these charts now but maybe it is wort to drop them a line.

    The product reference numbers are:
    • VALCC970 - for Model Color chart
    • VALCC972 - for Game Color chart
In my opinion they are very useful tools.
