I'm sure that it is indeed Philip O. Sterns. I'm surprised to see that he passed away in 2014, as I thought that he left us a long time ago! His book on model soldiers shaped my youthful love of the hobby. I still have that book in my library in fact.

It is actually a different person. Just looked him up, after seeing the photos of him, it is definitely not Philip Stearns. Who, I believe was in the OSS during WWII.
 
I think Stephen Ambrose wrote about that training program in one of his books, too.

Am I mistaken, or is the caption to the picture of our Rangers setting off on a 20-mile hike incorrect? I don't think they're wearing British uniforms, but rather, they're wearing the US Army field uniform current in June 1942, with the tin hat (the old Brodie/Kelly helmet). The M1 helmet was introduced at the end of 1941, if I remember correctly, but hadn't completely replaced the old helmet at that time. At least, the Navy and the Marines still had the old helmets. But I may be mistaken.

Brad, they are actually wearing one piece herringbone twill coveralls, which was quite common for U.S. troops during training in early W.W.II.

Thanks, Snake! That's pretty much what I thought, they're wearing our issue gear, and the intern who captioned the photo saw the old tin hats and misspoke that they're wearing British uniforms.
