When I was searching for just such a bust a few months ago, what I found were dolls ("action figures") with doll clothes. Then, I thought I hit the jackpot, but found that the product being offered was a computer file for a 3d printer, which I do not have access to.

eBay hooked me up with (https://www.ebay.com/itm/1-6-scale-...e=STRK:MEBIDX:IT&_trksid=p2060353.m2749.l2649 ) a 1/6th head that is a very good likeness of Brando as Corleone.
The head came from Honk Kong in fairly a fairly rapid time, given the distance. At first I had some difficulty getting it to take paint, even primer. Then I found a posting recommending first applying a solution of wood glue diluted with a bit of dish detergent added. When that dried, all seemed to go as usual.
My skills do not go as far as Mujin Park's do. I was able to fashion a collar from an aluminum soft drink can and add an Apoxie bow tie, but no tuxedo jacket with rose in the button hole...
