glossy highlights

I use Vallejo acrylics; my problem is that my highlights are always glossy. I read somewhere that you need to wait for the highlights to dry and then put your next highlight mix on. How long do you have to wait; can you use a hair blower?

Unless you're using wet blending that's pretty much how all acrylic/vinyl painters work - apply a coat, wait for it to dry, apply next coat, and so on.

...can you use a hair blower?

Yes, you can speed dry between coats if you need to.

coat dries few seconds, but when primer is too smooth or paint too dilluted gloss effect may occur..

How long do you have to wait in between coats?

Depends on a few things. For very thin layers (very watery paint mix and the brush is just damp) it can take just a few seconds - it will literally dry in front of your eyes often if you're working on top of an absorbent primer.

For paint that's thinned less (which you generally apply more thickly) it can take longer, in which case I'll just reach for the hairdryer; so no more than 30 seconds, max.

The temperature and humidity can have a big effect on drying too by the way; the cooler it is the slower your paint will dry and same deal the more humid it is (even when warm).
