    The Imperial Russian Army never had enough rifles, carbines, pistols or other personal weapons and as a result, they used imported weapons ranging from the US lever action Winchester Rifle to the Japanese Ariska Rifle. This carbine was one of the exceptions, being developed specifically for the Russian cavalry, and apparently it and the 'Three Line' Mosin-Nagant rifles were both excellent. But neither were ever produced in enough numbers to meet demand.
