Let's do the German Emperor in Russian uniform
We have all the information except the medals on the left chest, we think we know what medals are, but we are not sure
Does anyone know what medals are?

It looks like the photo was originally b/w and then coloured by some Klimbim. So, the medals can be anything, and not necessarily of the colours we see now.

I wouldn't use the template for a bust!

On the photo you can see Wilhelm II in the uniform of the Tsarist Russian 85th Infantry Regiment "Wiburgski" (Vyborg), whose "Colonel of Honor" (a title, not a rank!) He was from 1888 to August 1914.







The colors on the - hand-colored - template are all wrong, a blue-red Don Cossack cap was NOT part of the equipment of an infantry regiment! From 1910 it really looked like in the next picture - the "Wyburger" wore the monogram of Wilhelm II on the shoulder boards.




Before that, the hat was dark green-red!




Find a better template!

An Addition:

The "Wiburgskogo Polk" (Regiment Wyborg") was part of the 1st Corps under General Leonid Konstantinowitsch Artamonov ...



... of the the unfortunate 2nd Russian Army under General Alexander Wassiljewitsch Ssamsonow ...



... and in August 1914 the Tannenberg Battle in East Prussia occurred near Gilgenburg and Usdau.

After that there wasn't much left of the unit ...

Which medal is the white enameled Maltese cross he wears at his throat, too? I have seen it before, but in my mind, I confuse it with other Hohenzollern Hausorden.

Danke, Martin! I wasn't sure if it was the Johanniterorden. I've seen the plain badge (for lack of a better term) worn on the left breast on the uniform, but didn't realize that that was the "grand" cross. Stadden sculpted it on some of his figures of Prussian generals.

Yes, the Hohenzollerns had a long history with the order. I remember that two of Frederick's infantry regiments carried the cross on their Fahnen, while their respective Chefs were grand masters of the order. Years ago, I managed to find Rylit's figure of one of them, and painted it as Markgraf Carl's Kompaniefahne:
