Persian Assassin by JMD miniatures. See https://www.puttyandpaint.com/projects/5194 (where you got the picture) and here https://www.planetfigure.com/threads/persian-assassin-54mm.90577/ Not sure whether they are still active; their website gives an error and SK has the brand but only zero models listed.

JMD are making a comeback, Planeteers will recall their excellent presentation video, probably on YouTube as well. I can't say if this is one of the resurrected figures 100% though.
I hope it is as I missed out first time.
