Can anyone tell me where to get base name plates with a Napoleonic eagle on it here in the U.S.

You can always make your own on the computer, e.g.:-

I use MS Excel, but any art package will do.
The internet is full of Napoleonic Eagle artwork which can be downloaded. Just look for one that has a clear background, like this one ...



Then print it on photo paper for a very crisp finish (I use glossy).
